Description

When building Rudder-core, we get a log of:

[WARNING] warning: Class javax.annotation.Nonnull not found - continuing with a stub.
[WARNING] warning: Class javax.annotation.Nonnull not found - continuing with a stub.
[WARNING] warning: Class javax.annotation.Nonnegative not found - continuing with a stub.

It seems to be due to a bug in scalac not handling correctly some annotation retention policy.
solution is to add dependency toward annotation jar for JSR305.

It was already in Rudder 3.0 (see #7365) but not corrected or reintroduced.
