Tag filter creation greyed out after creating a tag filter

Description

If I create a tag filter (for example "test=*") on the Directive page, then delete the filter, I cannot click on "+" to recreate it
Clicking on tag name, then tag value doesn't solve the issue either - I have to type somthing there to be able to create again a new filter.

It is ok on the Rules page
