With new services method, if initctl is there, we get spurious messages in Inform mode

This is on CentOS6/RHEL6/OEL6 because 6.x introduced a partial/customized use of Upstart in init process (only the LSB-/init compatible parts are used by Redhat but the initctl command is included)
