When upgrading 4.2 server, system techniques from plugin are purged

I upgraded Rudder 4.2 to latest nightly, and policy generation failed, as technique dsc-common was not there anymore
Indeed, rudder-upgrade script purges all system techniques to replace them by the one in /opt/rudder/share
we should have a better granularity to prevent purging techniques from plugins
