ncf-api-virtualenv does not have a group created

Description
In the SPEC file you define the whole directory to be owned by the virualenv-user also for the group:
%attr(- , %{user_name},%{user_name}) /var/lib/%{user_name}/

However, the group never gets created, so rpm defaults for the group permissions to root:

reverting this ticket, as it breaks SELinux configuration

and prevent technique editor from running
