Description

In the SPEC file you define the whole directory to be owned by the virualenv-user also for the group:

%attr(- , %{user_name},%{user_name}) /var/lib/%{user_name}/

at: https://github.com/Normation/rudder-packages/blob/4.1.5/ncf-api-virtualenv/SPECS/ncf-api-virtualenv.spec#L297

However, the group never gets created, so rpm defaults for the group permissions to root:
