No way to delete stale entries from the Reference Technique library

Description

I have some stale entries in the "Reference Technique library" I cannot delete: There is no Delete button. They are deleted in the NCF Editor and do not have any Directives/Rules referencing them, but still appear in the tree on the left side.

Also note that the entries seem to be duplicated, one in the Root element: iptables_apply(0) and one in the User Techniques: iptables_apply(1), and I am not sure how they got there :-/

Actually, this wasn't ever implemented because "technique" add/remove was done at the FS level + git commit + reload techniques. This does not make sens at all anymore, and we should have to "delete" buttons in that screen:

- one "delete from user lib" (current button)
- one "remove from both lib" (missing one)

Moreover, we should allow to delete technique with Rules/directives after a warning message (it's just to big a burden to force the user to click N times to remove all directives, it it's what he wants).

This is not the case anymore (since 4.3 I think)! Even in stall entrie (for ex deleted from fs + git commited + technique lib reloaded), we get a delete button!
