Fix some CSS issues in Rule's compliance tables

Description
There are two css issues in the "Compliance by Directives/Nodes" tables:
- Policy mode tooltips don't overflow their container
- Padding from directive or node details creates a small empty space between table lines (visible in red on the attached file)
