Description
On some bad combo of Virtualbox + boxes, the network cable is disconnected, and we need to manual replug the virtual cable ( see https://github.com/hashicorp/vagrant/issues/7648 )
We need to make sure the network is up, to ease the life of everyone hitting this issue
