Wrong detection of package provider on debian for package_* method

Description

On Debian 9, the provider detected is apt_get, however we check for apt, so it fails to detect correctly the packages install, and act accordingly

It is correctly detected in Rudder 4.1 and 4.2, on 4.3 we synchronized with cfengine lib
