We cannot use file_enforce_content with a list and enforce=true

Description

If we use a list as a parameter for file_enforce_content and "enforce" is set to true, only the last value will be in the resulting file
Using {} for the list parameter is not enough, as it does not map to a within the generic method

We should make the generic method work as advertised
