Wrong regex in FileTemplate technique

Description
The regex to ensure the 16.353 chars was wrong. Also lowering a bit the limit (16353 => 16000) because exact limit does not seem to work properly.
For the max input i copy/paste a 16000 char long string from python, did not work. Not sure if it is because of auto \n entries that came in or because the 16353 limits that is false.
Anyway for long template a source file is more suited.

The case were expanding on the root server was broken, it was unused but class was rudder_server_root and not role_rudder_server_root
