Missing report in Manage keys-values in file because of invalid conditions in ensure_key_value_option

Description
In Rudder 4.3, technique Manage keys-values in file v1.3 doesn't report on the file edition
It happens in 4.3, probably linked to the change of reporting in ncf
I have the floowing output with rudder agent run -I
info manageKeyValueFile Ensure line in format key:value in /tmp/key_value was correct
info manageKeyValueFile Ensure line in format key=value in /tmp/key-value was correct
