Access rules on Rudder servers/relays prevent in most case the server from downloading/connecting on itself

Description
We have acls on the rudder policy servers that allow them to connect to themselves only via ::1 and 127.0.0.1/8, which is quite often not valid - we need to use non-loopback adresses as well
