Description

after upgrading in 4.1.11 (same thing after upgrading in 4.1.12),
the parameters rudder.syslog.port=514 into /opt/rudder/etc/rudder-web-properties is reset to its default value (5514)

tested on ubuntu server 16.04 with rudder 4.1.7 at start then 4.1.11 then 4.1.12
