Add the possibility to customize filters and tests for jinja2 templating

Description
Hello,
It would be nice if we can add custom jinja2 filters and jinja2 tests to the jinja2 templating in ncf.
The idea is to load a module call "jinja2_custom" containing custom filters and tests from the outside of the ncf tree to prevent overwriting during updates.
