Description

In the case where we have a parameter which is backed by a multivalued variable (typically a cfengine iterator), we get several reports for one component, leading to an "unexpected" level of compliance.

There is very few cases where we want that. We would prefer to accept all these components and process compliance accordingly as if they were all expected.

This ticket was corrected along with #12719 (because it was exactly the same part of logic that was impacted).

So now, we have to config option, enabled by default, that allows to treat these surnumerary reports as expected (or correctly ignored in the case of #12719).
