If we call a technique with same name as a generic method, policy generation fails because of a duplicate bundle name

Description

I created a tehcnique "service start", and applied it on all node
Policy generation failed because of duplicate bundle name "service_name" :(

Checking for that at technique creation won't prevent a breaking if we add a generic method with that name latter on. Name space is the standard answer to that kind of problems, but well...
