Description

We want to hightlight the fact that Rudder has plugins, and put back "techniques" with the configuration part.

For plugins, we are going to:

- make the plugins menu entry a top level one
- rework its content to present information about existing plugins (even if not installed)

For techniques, we:

- rename "Administration > Techniques" into "Administration > Technique Library"
- mode "Utilities > Techniques" into "Configuration policy > Technique"
