Add a technique to manage basic SNMP configuration

Description
The technique will be very basic.
Taking a community name, "readonly" or "readwrite" and a source (ip subnet(cidr like), an ip or an hostname) it will add the proper SNMP agent configuration
in a Rudder specific section of the config file.
