Error message when installing or upgrading Rudder server about missing pid file

Description
When upgrading Rudder server (at least on Centos), I get the following ugly message
Stopping Jetty: ERROR: no pid found at /var/rudder/run/rudder-jetty.pid
this is cosmetic and without consequence, but not very great. Happens with every version

- Target version changed from 4.3.7 to 4.3.8
- Target version changed from 4.3.8 to 4.3.9
- Target version changed from 4.3.9 to 4.3.10
- Target version changed from 4.3.10 to 4.3.11
- Subject changed from Error message when upgrading Rudder server about missing pid file to Error message when installing or upgrading Rudder server about missing pid file
it's because we always do "service rudder-jetty stop" in the preinst of rudder-webapp, even when service is not yet existent
