Make rtf able to boot a vm without providing rudder specific installations steps

Description

By doing this, we should be able to accelerate the tests process by booting up the vms a lot faster and then use a local script to provides them with
the specific rudder installation.

At the current time, this step is done in the configuration() function and executed by vagrant, which can not configure more than one box at the time.
