Missing report on File key-value parameter in list
Description
Hi
I have problem with technique "File key-value parameter in list".
Here is what I see as a result in rudder :
[Missing] [Missing report #0] [Missing] [Missing report #0] [Missing] [Missing report #0] [Missing] [Missing report #0] [Success] File key-value parameter in list /etc/ssh/sshd_config if any.(group_ubuntu_13_04) was correct
I'm using last new 5.0.4 version
I'm not sure if it is bug or if i'm doing something wrong, but the techniques really work on nodes.

I was able to reproduce a similar behaviour on a ubuntu18 server with a Rudder in 5.0.4.
First run (repaired) were ok, but as soon as the GM should return a compliant report, no reports are generated.
There are not even listed in the rudder agent output.
Moreover, I had this message in the agent output at first run which I had never had before about non-convergent policies:
warning: Setting replace-occurrences policy to 'first' is not convergent

The missing reports comes from a reporting based on the class "has_promiser_stack" which should no longer be used in 5.0+.
Other GM are still using it and could have the same issue, see https://issues.rudder.io/issues/14167
