Rtf does not correctly set up /etc/hosts when no server are in the platform

Description

To reproduce, set up 2 machines with an "empty" "rudder-setup", all values in /etc/hosts will be off by 1.
This most likely happen because platform with a proper server setup start their id at 0 and other at 1.
