Add a generic method that displays selected lines from a file in reports

Description
Add a file_report_content that allows reporting lines from a files.
Parameters will be:
- Target file
- Regex to match (all file if empty)
- Lines of context around regex (grep -C)
- Status changed from New to In progress
- Status changed from In progress to Pending technical review
- Assignee changed from Alexis Mousset to Nicolas CHARLES
- Pull Request set to https://github.com/Normation/ncf/pull/925
- Status changed from Pending technical review to Pending release
