User story #12271: Generic method to set POSIX ACL
Add a generic method to enforce posix ACL

Description
This method will strictly apply all (and force them to be the only ones) ACLs passed in parameters to a single or set of files/directories.
It will, at the moment, be the only way to manage the "default" ACLs on directories via Rudder.
