Better Technique editor loading message

Description
When loading the technique editor, there is a message saying "You are not authenticated in ncf-builder".
This can be scary. Moreover since ncf-build is not anymore an autonomous thing this is not possible at all anymore.
We should replace this with a load-in-progress indicator
