In #14258 we introduced a sleep in rudder agent check to splay the load of cf-promises for cloud/container
however, it has a taxing time at install/upgrade (especially if agent run frequency is long)

- Related to Bug #14258: Cron job checking rudder agent health, is ran every 5 minutes exactly, causing resource usage spike added
