Add support for old OS in at least ncf_tests

Description
The scenario ncf_tests is based on the ncf-setup script but on old OS, since their openssl is way too old, we can not retrieve the script, nor retrieve github repo content.
We have to bring a way to execute the ncf tests on agents while doing the minimum requests over the internet (just to download the agent on our repo).
