ACL generic methods reports too much informations

Description

We should not report that much informations, we are sending to the webapp the result of each change made of the matching files/directories given in parameters.
Ex: if we give /var/log/*.log we may have tons of different lines to reports which will be too much to display in the webapp.

Since those infos are still valuables we should make an info report associated with each GM before the classic generic report.
Starting from 5.1, Rudder will be able to match those info reports to the classic ones in the webapp and the full details will be available.

In order to to that we also need to bring a proper logger for info log in ncf. We currently only support info log from technique or by using generic methods with disabled reporting.
