Description

This is because the package version contains the codename and not the real version so buster < stretch
We should use debian10 > debian9

This has been solved by a change in the name of the repository in our public repo.
From 5.0.14 and after, the upgrade is not possible, so if you have the problem, first upgrade rudder to 5.0.14 or later.
