When removing and then reinstalling a rudder server it fails to initialize

Description

I have the following error at the second install:

Initializing LDAP database... done.

This appears to be a distributed Rudder server setup.
You should manually change the passwords for the WebDAV, PostgreSQL and OpenLDAP
services now, and reflect these changes across all servers.
This cannot be done automatically currently.

I think it happened after removing only the package rudder-server-root and not the whole rudder-* pakages
