Unable to use the webapp after fresh install on 5.0.14

Description

I tried to test the 5.0.14, ended up with the following:
Install went well, but when trying to reach the webapp, I have an access denied. but nothing special in the apache logs (most likely due to the ticket #15872).
Also, I have several strange errors in the webapp logs (can not check for max interval run-time).

Exit code=1 for hook: '/opt/rudder/etc/hooks.d/policy-generation-node-ready/10-cf-promise-check'. [stdout:][stderr:/var/rudder/cfengine-community/inputs.new/server-roles/1.0/component-check.cf:74:0: error: Undefined bundle root_postgres_check with type usebundle

This has been fixed.
