On sles12 the webapp gives "access denied" error after fresh install

Description
After a fresh install of 5.0.14, the webapp is stuck with an access denied and an ugly html web page.
This can easily be fixed by restarting apache2. We should restart it at the end of the webapp postinst

This bug has been fixed in Rudder 5.0.14 which was released today.
