Rudder-jetty can not start on debian9

Description

I tried to install a server on a debian9, install failed because rudder-jetty wasn't ok at the end of the inistall.
Running the agent did not fix the problem.
I do not have any errors in the webapp logs nor warnings. The java.log does not contain anything and there is no java or jetty process running.

I have no idea on what is happening.
