Actually, it's more complicated than that. It seems to be only "on some cases", but I'm not sure which one.

So, after more tests, it seems to only happens at init time or before a generation complete and the rule is fully reload. I don't thing we can't do better appart having an autorefresh of compliance when a new one exists. I'm closing that one.
