We should put the reload promises flag after install of scale out relay plugin

Why reloading the promises ? The plugin don't set any new techniques
Or do you mean regenerate policies? If so, it's already done in postinst:
# Force policy regeneration at restart touch /opt/rudder/etc/trigger-policy-generation
