tests changes to prepare rudder-lang integration
Description
separates configuration of tests depending on the environment (dev/prod).
Some changes for tests readability (like /tests/$technique/technique.rl instead of /tests/rl/technique.rl to have a single folder per technique rather than having a technique splitted into several folders)
