if all reports are malformed in relayd, journald is overwelmed

Description

i somehow made an error in the reports format, and sent thousands of reports to relayd
journald simply couldn't cope with it - 100% of cpu and all was irresponsive.
Maybe we should have a feature to prevent repeating messages to journald
