Allow to use data from different folders for node external reports

Description

If reports are in a folder like /var/rudder/shared-files/root/files/@node@/openscap_report.html, path is not evaluated as expected: the @node@ can only be replaced in filename
If we use filename="@node@/openscap_report.html", it does recognize that there is a file, yet the content is empty on the web page, and offer to link to https://192.168.41.2/rudder/secure/nodeManager/externalInformation/04_openscap/root%2Fopenscap_report.html/raw for raw, which 404
Replacing %2F by / in url doesn't solve the issue

Fails in 6.0, probably in 5.0 also
