Error when updating policies on relays when no files has been shared between nodes

Description
When updating policies on a relay, we get the following error
rudder info: Can't stat file '/var/rudder/shared-files/wwwwwww-xxxxxx-uuuuu-yyyyyy-zzzzzzzzzzz/shared-files' on '1.2.3.4' in files.copy_from promise
error: Method 'propagatePromises' failed in some repairs
folder is created only when files are shared between nodes. However, we should always make sure these folder exists, at policy generation, either hrough a post hook, or within generation itself
