Add support for HTTP reporting in changes-only mode

Description
We can add support for changes-only mode mode by adding a new awl filter on the agent, that would only keep actual rudder reports in the runlog.
It would allow supporting changes only in HTTP. Reports would still be bigger than before as they are all signed.

Note:
- When running the agent with
-i, info logs will be sent with the runlog, so it will be a bit bigger.
- Error messages from CFEngine will be included in changes-only runlogs, and will probably not be correctly contextualized.

This bug has been fixed in Rudder 6.1.0~beta1 which was released today.
