when there is an error in import_technique, the exception may fail as techniqueData is not initialized first

Description

if for instance gms fails, then we have a nasty exception going on

And in 6.1, rudder-synchronize fails because get_all_ncf calls "https://localhost/ncf/api/techniques?path=/var/rudder/configuration-repository/ncf which doesn't exist anymore
