Properties (node, group, global) should accept comments

Description
It is extremelly frustrating and complicated to not be able to provide comments for structured properties (JSON).
We need to switch to a format that accepts comments. HOCON (https://github.com/lightbend/config/blob/master/HOCON.md) seems to be a good candidate since it's a superset of json, so all json methods/serialisation/etc will still be ok.
