Technique description is displayed two times in the technique editor

Description

The technique description is displayed 2 times in the technique editor while editing a technique:
-in italic at the top of the technique editor
-in the description field

Since we now support markdown syntax, we will most likely end up with super long descriptions for techniques.
The one displayed at the top is most likely not needed anymore.
