Only insert reports that are newer than latest inserted report

Description
This is required for now as the webapp expects reports to always be inserted chronologically.
Reports in the future (at least, more than XX minutes, where XX could an agent period) must be ignored (logged, dismissed) too.

Old reports insertion has been disabled in 6.X, and we will allow proper backfilling handling by the webapp in the future, closing this one.
