Description
In the case of a ndoe with no rules defined, since we removed sytem policies, we now have an error "could not fetch reports information" on the compliance tab of a Node.
We should handle that case properly and display an explanation, show remote-run button, and maybe not display the table (which will be empty), i guess we will still display the table because it's will be quite complicated to spawn the table after a remote run in this case
