Cannot download licenses if there is a trailing slash in rudder package config url

Description

if in /opt/rudder/etc/rudder-pkg/rudder-pkg.conf file i set the url value to https://download.rudder.io/plugins/ I cannot download any licenses. Plugin download works ok but impossible to download licenses.

rudder package licenses command end directly without any logs nor errors.

Removing the trailing / makes it work: https://download.rudder.io/plugins

It's because we match the url with two slashes, instead of just one.
