Description
Since we now have an error when there is an error during rudder-webapp postinst, we now have errors on post inst \o/
Apache/httpd cannot start on upgrade as there is the ncf-api-virtualenv conf that still needs th ncf-api-venv user present. This conf is removed when ncf-api-virtualenv package is removed, and the conf is disabled in debian packaging. we should just remove it here
