When there is a serialisation error for parameter, their edit screen is unavaible

Description

If one global parameter was serialized uncorrectly (for ex: missing " around a string, or anything that lead to an unserialization error), then the whole global parameter page is in error, and so it can't be corrected by user and generation is broken.

We should:

- at minimum just ignore that parameter so that other are updatable or make it possible to update via API.
- better: write that the value is in error and let user update it in place.
