Display a message for read_only user who try to accesses plugins page

Description

In many case when an user with read_only accesses a plugin's page, a notification with "Error whule trying to fetch settings. (Code 500)" appear (Usermanagement, Change Validation and other). We should not let the user accesses to the page in this case or at least display a message to explain that he doesn't have the rights to see it.
